Over the years, legislative changes involving energy conservation, life safety, and indoor air quality have made it paramount for the testing and balancing agency to provide a total system commissioning approach with a clear understanding of the design requirements. At CEI, we believe the testing and balancing agency must be an extension of the design team rather than a component of construction.
We utilize NEBB Procedural Standards for Testing, Adjusting and Balancing of environmental systems combined with state-of-the-art instrumentation, equipment and computer technology. This approach allows our staff of highly trained, registered engineers and technicians to provide quick accurate results.
The ASHRAE "Guidelines for Commissioning of HVAC Systems" identifies the need for professional functional testing and balancing. With our design background, we are able to offer the team concise interpretation of data to be used for evaluating the HVAC systems for acceptance.
Energy operating costs are always a factor when dealing with HVAC systems and indoor air quality. We have in-house capabilities to provide options for improved environments with the associated operating cost impacts. This allows the Client to be pro-active in their business decisions rather than reacting to data.

CEI's Indoor Environment Division has registered professional engineers on staff and is certified by the National Environmental Balancing Bureau (NEBB). We
offer our clients a full-range of services including HVAC systems commissioning, functional testing and balancing, fume hood certification, and clean room testing. Our diverse expertise ranges from functional testing and balancing of new facilities to diagnostic analysis and commissioning of complex systems.
